Oncor Electric Delivery Company LLC is a regulated electricity transmission and distribution utility based in Dallas, and the largest such system in Texas. It runs the poles, wires and substations that carry power to more than 4 million homes and businesses across east, west and north central Texas, including Dallas, Fort Worth, Waco, Tyler, Midland and Odessa, operating more than 144,000 circuit miles of transmission and distribution line. Because Texas retail electricity is deregulated, Oncor does not sell power or compete for retail customers: it delivers electricity on behalf of the retail electric providers its customers choose, and its rates are set by the Public Utility Commission of Texas. The business traces back to TU Electric and TXU Electric Delivery and took the Oncor name in 2007. It is run by a board with a majority of disinterested directors, a ring fencing arrangement that keeps it separate from its owners.
