This Dutch general partnership holds the propylene oxide and styrene monomer plant on the Maasvlakte, in the port of Rotterdam. The plant started up in 2003 on a 60 hectare site, drawing feedstock through a seven kilometre pipeline from Europoort, and is the only site in Europe running LyondellBasell's combined PO/SM process, which produces propylene oxide and styrene monomer together in a single reaction sequence. Propylene oxide from the plant goes into seat cushions, coatings, pet food and antifreeze, while styrene monomer feeds expandable foam, engineering plastics, food packaging and construction materials. The site employs around 160 people on continuous shift operations and is run by LyondellBasell on behalf of itself and its equal partner Covestro. In March 2025 the two owners decided to shut the unit permanently, citing global overcapacity, rising imports from Asia and the cost of producing in Europe, with a phased shutdown and preparation for demolition running to the end of 2026.
