LUMA Energy, LLC operates and maintains the electricity transmission and distribution network of Puerto Rico. It was set up in January 2020 as a fifty fifty venture between Quanta Services of Houston and Canadian Utilities, part of ATCO of Calgary, to bid for the work put out by the Puerto Rico Public-Private Partnership Authority after Hurricane Maria exposed the state of the grid. It won a 15 year operation and maintenance agreement with the Puerto Rico Electric Power Authority worth about 1.5 billion dollars, signed in June 2020, and took over the system on 1 June 2021. LUMA runs, repairs, bills for and is meant to modernise more than 18,000 miles of transmission and distribution lines serving roughly 1.5 million customers, but it owns none of the assets and does not run any power stations, which stay with the public authority and separate generation operators. Its performance has been contested throughout, with island wide outages and repeated political moves to end the contract.
