The company is a joint venture between road materials businesses rather than a paving contractor in its own right: its recorded members have been Ohio Valley Asphalt, LLC and Hinkle Contracting Company, LLC, two Kentucky asphalt and aggregates operators, which together guaranteed the secured bank note that financed the terminal.
