Blackbird Infrastructure 407 is the Ontario project company that holds the design, build, finance and maintain contract for Highway 407 East Phase 2, awarded by Infrastructure Ontario and the Ontario Ministry of Transportation in 2015 at a value of about 1.2 billion Canadian dollars. The work extended Highway 407 roughly 22 kilometres east from Oshawa to Highway 35/115 in Clarington and built the 10 kilometre Highway 418 link down to Highway 401, together with eight interchanges. The partnership was formed by Cintra Infraestructuras Internacional, the concessions arm of Ferrovial, and Holcim (Canada) Inc., the business CRH acquired and renamed CRH Canada Group. The road opened to traffic ahead of schedule and received its final completion certificate on 31 July 2020, after which the partnership moved into a 30 year term of routine maintenance, lifecycle repair and renewal paid for by monthly service payments from the province.
