Blackbird Constructors 407 is the design and build joint venture that physically constructed Highway 407 East Phase 2 in Ontario, working under contract to the project company Blackbird Infrastructure 407. It brought together Ferrovial Agroman Canada and Dufferin Construction Company, the Ontario heavy civil contractor that was then a division of Holcim (Canada) Inc. and now trades as part of CRH Canada Group. The scope covered a 22 kilometre eastward extension of Highway 407 from Oshawa to Highway 35/115 in Clarington plus the 10 kilometre Highway 418 connector to Highway 401, with eight new interchanges, three freeway to freeway connections and a large programme of bridges, grade separations, river crossings and railway crossings. The road opened to traffic ahead of schedule and reached final completion on 31 July 2020.
Source
Blackbird Constructors 407 General Partnership files nothing with the SEC, so none of this comes from a filer record. The description was written for this site in August 2026 from Contract Awarded for Final Phase of Highway 407 East Project (Infrastructure Ontario), Ontario Highway 407 project page (CRH) and Highway 407 East Phase 2 Receives Final Completion Certificate (Ferrovial newsroom). The ownership figures below come from the holders' filings instead, and are sourced row by row.
The disclosed stakes
One row per position. Where a holder reports the same company in two share classes, both rows are shown rather than summed, because the class is part of a position's identity.
Where each figure comes from
A private stake has no ownership form behind it, so the source is always the holder's own filing or disclosure. Anything modelled says so, with the arithmetic.
- CRH plc. Canada. Products/services: Construction. Not consolidated: accounted for under the equity method. CRH's FY2025 10-K reports a single combined 'Equity method investments' balance of $737 million as of 31 Dec 2025 ($620 million at 31 Dec 2024, $649 million at 31 Dec 2023, per the Adjusted ROIC reconciliation in Item 7 MD&A) covering ALL of the entities in this exhibit table together. The filing does not disclose a per-investee carrying value, so value_usd is null here per the combined-balance rule; the combined figure is recorded in notes and unknowns, not assigned to this row. sourcesource 2
What this page is not
It is not a complete register. It lists the holders who happen to be inside the researched set and disclosed the stake themselves. A private company can have many other shareholders, and nothing here rules them out: venture investors, founders and employees usually appear in no public filing at all. Percentages are of Blackbird Constructors 407 General Partnership where a holder stated one, and are missing where no holder did.
