WYCO Development is a Colorado natural gas infrastructure venture formed in 1999 by Xcel Energy and Colorado Interstate Gas, the Rocky Mountain pipeline system now owned by Kinder Morgan. It exists to build and then lease out gas pipeline, storage and compression assets rather than to run them: its High Plains gas pipeline entered service in late 2008 and its Totem underground gas storage facility in July 2009, and both are leased under a rate agreement approved by the Federal Energy Regulatory Commission to Colorado Interstate Gas, which operates them and sells the resulting storage and transportation service to Public Service Company of Colorado. Its earnings therefore come from lease payments on a small, fixed set of regulated assets rather than from marketing gas.
