T.E.S. Filer City Station Limited Partnership owns a roughly 72 megawatt cogeneration plant at Filer City, Michigan, near Manistee, which began commercial operation in 1990. The plant burns a mixed fuel diet led by coal and including wood waste biomass, petroleum coke and tire derived fuel, produces around 510,000 megawatt hours of electricity a year that is sold to Consumers Energy under a long term power purchase agreement, and extracts about 50,000 pounds an hour of process steam for the neighbouring Packaging Corporation of America paper mill. It is held in equal halves by Tondu Corporation and the CMS Energy generation business now trading as NorthStar Clean Energy, which operates the site, and the owners have advanced a plan to convert it to run wholly on biomass with carbon capture, using Babcock & Wilcox technology sized to capture up to 550,000 tons of carbon dioxide a year.
