STAEM is an Algerian cigarette manufacturer and distributor, formed in 2002 as a joint venture between Arab Investors-TA (AITA), a United Arab Emirates investment company that holds the majority of the capital and brought the foreign capital and international brand relationships, and Societe Nationale des Tabacs et Allumettes, the Algerian state tobacco and matches monopoly that contributed the domestic production and distribution base. It runs a cigarette factory at Kolea, west of Algiers, and since 2005 it has manufactured and distributed Philip Morris International's Marlboro and L&M brands in Algeria under licence. Those brands make PMI's portfolio one of the larger international ranges sold in a market of roughly 30 billion cigarettes a year.
