Port Arthur LNG is a natural gas liquefaction and export terminal under construction on a greenfield site in Jefferson County, Texas, with deepwater access to the Gulf of Mexico through the Sabine Neches ship channel. Phase 1 comprises two liquefaction trains, two storage tanks and marine berths with a nameplate capacity of about 13 million tonnes a year, and reached final investment decision in early 2023 as a roughly 13 billion dollar project, with the first train due on line in 2027 and the second in 2028. Sempra Infrastructure develops and operates the terminal while its partner takes an equity share, supplies feed gas and lifts 5 million tonnes a year of the output. Phase 1 volumes are fully contracted to buyers including RWE Supply and Trading, Orlen, INEOS and Engie, and a sanctioned Phase 2 adds two more trains to roughly double capacity, on a site laid out for as many as eight trains.
