JUUL Labs, Inc. is a San Francisco based electronic cigarette manufacturer founded on 22 May 2015 by Adam Bowen and James Monsees, who developed the underlying technology as product design students at Stanford. Its device vaporises nicotine salts held in single use cartridges, with United States pods sold at a nicotine concentration of 59 mg per ml, higher than most competing products, and each pod carrying roughly the nicotine of a pack of cigarettes. The product reached about 72 percent of the American e cigarette market in September 2018 before regulatory and legal pressure cut that share back sharply, and the company stopped all United States marketing in September 2019. It settled roughly 10,000 lawsuits for 1.2 billion dollars in December 2022 and paid 462 million dollars to resolve state marketing claims in April 2023. The Food and Drug Administration denied its marketing applications in June 2022, an order stayed on appeal, and in July 2025 authorised the sale of its tobacco and menthol flavoured products only.
