JIGPC owns and operates the air separation units, gasifiers, syngas cleanup trains, utilities and power generation that serve Saudi Aramco's refinery at Jazan Economic City on the Red Sea coast of south west Saudi Arabia. The venture was formed in 2018 by Aramco (through Saudi Aramco Power Company), Air Products, ACWA Power and Air Products Qudra, and in September 2021 it completed the purchase of those assets from Aramco in a transaction valued at about 12 billion dollars, financed with 7.2 billion dollars of debt from the Saudi Industrial Development Fund and 23 local and international lenders. It runs the facility for a fixed monthly fee under a 25 year public private partnership contract covering 2021 to 2046: Aramco supplies the feedstock and the venture returns power, steam, hydrogen and other utilities to the 400,000 barrel per day Jazan refinery. The complex produces 3.8 gigawatts of gross power (2.6 gigawatts net of internal use), about 184,000 normal cubic metres of hydrogen an hour and 580 tonnes of steam an hour. It is the largest integrated gasification combined cycle installation of its kind and the first application of gasification technology in Saudi Arabia.
