Huajin Aramco Petrochemical Company (HAPCO) is building and will run an integrated refining and petrochemical complex in Panjin City, Liaoning Province, in northeast China. The complex combines a 300,000 barrel per day refinery with a petrochemical plant designed for annual capacity of 1.65 million metric tons of ethylene and 2 million metric tons of paraxylene, aimed at Chinese demand for transport fuels and chemical feedstocks. It brings together three partners: the Chinese defence and industrial conglomerate NORINCO Group through its North Huajin refining business, Panjin Xincheng Industrial Group, which anchors the project in the local Panjin petrochemical base, and Saudi Aramco, which contributes capital and a long term supply of up to 210,000 barrels per day of crude oil as feedstock. Construction started in the second quarter of 2023 after the project cleared its administrative approvals, with the complex scheduled to be fully operational by 2026.
