Flash Partners is the oldest of the three surviving Japanese manufacturing ventures, collectively called Flash Ventures, through which Sandisk and Kioxia (formerly Toshiba's memory business) build NAND flash memory together. It was formed in September 2004 to equip Fab 3, a 300 millimetre wafer fabrication plant at the Yokkaichi site in Mie prefecture, and production there began in 2005. The venture buys and leases the semiconductor manufacturing equipment while Kioxia owns the buildings and runs the wafer manufacturing; the two partners co-develop the process technology and memory designs, jointly own the resulting technology, share the fixed costs and take their agreed share of the output at cost plus a small markup. The partners have repeatedly extended its life, most recently in January 2026 when its term was pushed from the end of 2029 to 31 December 2034 so that all three Flash Ventures entities expire together.
