Excel Paralubes runs a hydrocracked lubricant base oil plant at Lake Charles, Louisiana, built adjacent to and physically attached to the Phillips 66 Lake Charles refinery, which supplies its feedstock. In production since 1997, the plant makes Group II base oils, the clear, high purity stocks blended into engine oils, industrial lubricants and greases, and it ranks among the four largest Group II producers in the United States, with output moving by truck, rail, barge and vessel from the Gulf Coast. It is a 50/50 venture between Phillips 66 and Flint Hills Resources, and since 1 January 2018 Phillips 66 has been both the day to day operator and the sole marketer of the plant's output, sold under the Pure Performance brand.
