Dominion Utility Privatization, since renamed Dominion Utility Privatization Holdings, LLC, is a partnership formed under a February 2022 agreement between Dominion Energy and Patriot Utility Privatizations, LLC, itself a vehicle of Foundation Infrastructure Partners and John Hancock Life Insurance. Through wholly owned subsidiaries it owns, maintains and operates electric and natural gas distribution infrastructure under long term service concession arrangements with United States military installations, the arrangement the Department of Defense calls utilities privatization. Dominion Energy contributed its existing privatization operations in South Carolina, Texas, Pennsylvania and Virginia and Patriot contributed cash. The systems it runs serve ten sites including Fort Belvoir, Fort Myer, Fort McNair, Henderson Hall, Arlington National Cemetery, Fort Lee, Fort Eustis, Fort Story, Fort Jackson and the base formerly named Fort Hood, and the business also provides back up generation and microgrids to those installations.
