PayPal Holdings, Inc. processes digital payments and earns most of its money from fees charged to merchants and consumers on the volume it handles. In 2025 it processed $1.79 trillion of total payment volume across 25.4 billion transactions and ended the year with 439 million active accounts in about 200 markets. Net revenues were $33.17 billion, of which transaction revenues were $29.80 billion and revenues from other value added services were $3.37 billion, the latter coming mainly from interest and fees on its consumer and merchant loan portfolios plus partnership, referral, subscription and gateway fees. Its brands include the PayPal wallet and branded checkout, the Venmo peer-to-peer app in the United States, the Braintree unbranded processing platform used by large merchants, Xoom for cross-border transfers and Paidy for instalment payments in Japan. The company was spun off from eBay in July 2015 and employed about 23,800 people at 31 December 2025.

Built from 13F filings, which report US listed, long, US custodied positions only. A register from this source is a floor rather than a level: a holder's true position can be far larger, as BlackRock's ASML stake shows at 1.28m shares in a 13F against 26.3m in its 13G/A. Holdings held through derivatives, outside US custody, or below a manager's reporting obligation do not appear. What a reader needs to know to read these numbers
- Holdings finding: PayPal's Q2 2026 10-Q (filed 28 Jul 2026) and FY2025 10-K (filed 3 Feb 2026) were both searched in full for 'MercadoLibre', 'Paytm', 'Uber', 'Tink', 'PayPal Ventures' and 'equity method': none of these terms appear anywhere in either filing. PayPal's own disclosure never names an individual investee company. 'Strategic investments' totaled $1,735 million at 30 Jun 2026 ($1,904 million at 31 Dec 2025), split into: marketable equity securities (publicly traded) $106 million ($180 million at 31 Dec 2025), and non-marketable equity securities (privately held companies) split Equity Method $205 million and Measurement Alternative $1,424 million, total non-marketable $1,629 million. All three figures are combined balances across many investees with no single company sized within them, so per the brief's rule against assigning a combined balance to one investee, no holdings row is recorded. Zero holdings is the sourced finding for this company.
- One equity-method exception was found but is a fund category, not a single named company: 'Our investment in non-consolidated VIEs that are primarily investments in funds that are limited partnerships or similar structures which are focused on increasing access to capital for underserved communities was $193 million' (Q2 2026 10-Q). This is a portfolio of funds, not one investee, and is excluded for the same reason as the combined strategic-investments balance.
- Customer funds and crypto exclusion, checked explicitly per the brief's caution. 'Funds payable and amounts due to customers' is $41,743 million at 30 Jun 2026 and is booked as a current LIABILITY on PayPal's balance sheet, i.e. money owed back to customers, not an equity stake PayPal owns; it is correctly excluded from holdings. The Q2 2026 10-Q contains no mention of 'crypto assets' or 'crypto held for customers' at all (searched directly); no crypto custody balance was found to evaluate or exclude.

Elliott's own 13F-HR filings mention PayPal for the periods 30 Jun 2022 through 31 Mar 2023 only (last filed 15 May 2023); no PayPal mention appears in any Elliott 13F filed since, indicating the position was exited by mid-2023. No live 13D or current Elliott stake is recorded.
- Register reconciliation on Vanguard and BlackRock. PayPal's 2026 proxy (based on Schedule 13G/A review, share count as of 25 Mar 2026) reports The Vanguard Group at 90,375,902 shares (10.05%, per 13G/A Amendment No. 9 filed 30 Jan 2026) and BlackRock, Inc. at 72,523,555 shares (8.06%, per 13G/A Amendment No. 6 filed 26 Jan 2024). The register instead uses each manager's Q2 2026 Form 13F-HR (30 Jun 2026 position dates): Vanguard's successor entities sum to 76,280,578 shares and BlackRock reports 74,965,012 shares. The proxy itself further states that per Schedule 13G/A Amendment No. 10 (filed 27 Mar 2026), The Vanguard Group's beneficial ownership was disaggregated to zero, i.e. the 90,375,902/10.05% figure the proxy prints is already stale by its own account; this is the same successor-entity case handled in the register via the summed Vanguard row.
- Capital Group check (explicitly requested). All three Capital Group 13F filers, Capital World Investors (CIK 0001422849), Capital International Investors (CIK 0001562230) and Capital Research Global Investors (CIK 0001422848), were checked individually against their Q2 2026 13F-HR information tables for PayPal's CUSIP 70450Y103. None of the three holds any PayPal position as of 30 Jun 2026 (confirmed both by name-fragment search and by direct CUSIP string search on each filing's raw XML). - Other zero-position checks. MFS (CIK 0000912938) and Dodge & Cox (CIK 0000200217) Q2 2026 13F-HR filings were both checked directly for CUSIP 70450Y103 and neither holds a PayPal position as of 30 Jun 2026.
- Implied per-share price cluster. Excluding the T. Rowe Price thousands-trap row (see its method_note), every Q2 2026 13F row in this register implies a per-share value of approximately $43.15 to $44.40, consistent with a single 30 Jun 2026 period-end price around $43 to $44. PayPal's share price has since risen to $60.47 (17 Aug 2026 close), which stockanalysis.com attributes in part to reports that PayPal is in discussions to sell itself to a group including Stripe and Advent International; this is a market report, not confirmed in any SEC filing read for this project, and is not treated as a holding or transaction.
- Percentages for the 13F-sourced register rows are computed against 855,460,874 common shares outstanding as of 22 Jul 2026 (Q2 2026 10-Q cover page). - The exact number and identity of any additional Vanguard-affiliated 13F filers (for example Vanguard Advisers Inc, Vanguard Fiduciary Trust Co, or Vanguard Global Advisers) beyond Vanguard Capital Management LLC and Vanguard Portfolio Management LLC that may also hold PayPal shares for Q2 2026. Not checked individually within the time budget; if they hold a position, the true Vanguard aggregate is somewhat higher than the 76,280,578 shares used here.
- Whether Wells Fargo (923,757 shares) or Wellington Management (88,379 shares), both individually verified via their Q2 2026 13F-HR filings but below the twelve larger holders already included, would change the ranking; they were checked but excluded from the final register for size, not omitted from research.
- Whether any Schedule 13D or 13G has been filed on PayPal common stock since the SC 13G/A entries the 2026 proxy itself cites (Vanguard Amendment No. 10, 27 Mar 2026; BlackRock Amendment No. 6, 26 Jan 2024).
